The Milbauer Program in Southern History will welcome Pippa Holloway, professor of history at Middle Tennessee State University and author of Felon Disenfranchisement and the History of American Citizenship, to speak at the Bob Graham Center on Feb. 22 at 6 p.m.  The program will focus on the history of disenfranchisement for criminal convictions in the United States and specifically in Florida. She will examine the many forces that have resulted in a national consensus that certain categories of criminals should be permanently be disenfranchised.
